In 1966 William Schultz of Milwaukee, Wisconsin opened the Waterfowl and Shorebird Decoy Collection at the Milwaukee Public Museum. The original collection featured decoys that had been made for the Museum Zoology Department and were used in the 1930s and 1940s to hunt waterfowl. Before his retirement from the museum in 1973, Schultz had stated the purpose of the collection to be representative of the history of American decoys (in which case almost no decorative decoys were collected) and highlighted Eastern and Midwestern carvers.
